Geography
Blackville is located at 33°21′25″N 81°16′22″W / 33.35694, -81.27278 (33.357078, -81.272649).
According to the United States Census Bureau, the town has a total area of 9.3 square miles (24.0 km²), of which, 9.2 square miles (23.7 km²) of it is land and 0.1 square miles (0.3 km²) of it (1.19%) is water.
Demographics
As of the census of 2010, there were 2,406 people, Blackville was in the part of SC called “back country”. Due to a plentiful supply of water for drinking and transportation, settlers came to the area prior to the Revolutionary War. Later, when the railroad was built between Charleston and Hamburg, John Black chose this area as an overnight stop for the train. Blackville became a marketing and transportation center and thrived until the Civil War began in 1861. Blackville is also home to Healing Springs, which has a storied history dating back to the 1700’s when Indians believed in the secret healing powers of springs. During the American Revolution, four mortally wounded British soldiers were left here in the care of two able bodied men until they died and were buried. Six months later, all six returned to their garrison in Charleston, further perpetuating the springs’ legend for healing. Many natives of the area still claim the waters are a cure all for “what ails ya.” In recent years, the wonderful climate and natural beauty brought Mennonite settlers from western states. Today, the Mennonites share their crafts and great cooking ability, along with insight into their religious practices.

Education facilities in Blackville include Macedonia Elementary School, Blackville-Hilda Junior High School, Blackville-Hilda High School, Jefferson Davis Academy, Calvary Fellowship Mennonite, Bamberg/Barnwell County Adult Education, and Barnwell Christian School.
How and where do I pay my water bill?
Blackville Town Hall is located at 5983 Lartigue Street, and is open from 8:00 AM – 5:00 PM
Monday through Friday. Forms of payment accepted include: cash, money order, checks, Visa, and MasterCard.

Please call Blackville Town Hall and request information about zoning.
How do I get my water turned on?
For a new resident or client, please come to the Town Hall with a picture ID, lease agreement (if applicable) $100.00 hook up fee. If water has been turned off due to non-payment, there may be other charges incurred. Please come by to see one of our staff.
When and how often are water meters read?
The meters are read once a month beginning around the 23rd of the month and billed at the end of the month. All Bills are mailed the last working day of each month.
What do I do when planning to build a new home or business within the Town limits?
Please call the Town Hall to obtain the particular licenses and permits that may be applicable.
When is my Garbage scheduled to be picked up?
Garbage:
Hwy 78/Dexter Street South side pick-up is every Thursday.
Hwy 78/Dexter Street North side pick-up is every Wednesday.
Dumpsters:
Are picked up twice weekly Monday and Friday.
